
GRESSENHALL PARISH COUNCIL

Gressenhall Parish Council is seeking a capable and driven individual for the position of Parish Clerk and Responsible Financial Officer. The role involves working 5 hours per week, flexibly and from home, including attendance at the monthly Parish Council meetings (usually held on the first Tuesday of the month (not January)).
Duties will include, but are not limited to;
Organising and attending council meetings, preparing agendas, and writing minutes
Maintaining and updating the Parish Council website
Maintaining and updating the village noticeboards
Maintaining/updating files and documents
Implementing the Council’s decision’s
Attending to all correspondence including letters and emails
Distributing relevant information to Councillors
Act as the Responsible Financial Officer, manage and report on the Parish Council’s finances, including HMRC PAYE, annual budget preparation, payment of invoices, reclaiming VAT and prepare the accounts for annual audit
Preparing and of year accounts liaising with both internal and external auditors
Apply, monitor and report on any grants/funding which is applied for
Ensuring that the Council’s Policies are an up to date
Acting as the Data Protection Officer for the Parish Council
Monitoring planning applications and circulating to the Council
Liaising with District and County Councillor
Advising the Council
Training as required
Maintain and check community defibrillator.
Assist Community Car Scheme by claiming funding, carry out DBS checks and on volunteer drivers and assisting co-ordinator a necessary.
Prepare and circulate SAM2 speed sign rota used in conjunction with Mileham, Billingford and Great Dunham Parish Councils. Collect and site the sign in Gressenhall and report data to councillors
Maintain Charity accounts and Charity Commission Annual Return
The successful applicant should be suitably qualified (ideally with or be willing to obtain CiLCA – the Certificate in Local Council Administration) have exceptional organisational skills and attention to detail with the ability to manage multiple tasks and meet deadlines. Strong communication skills, both written and verbal, ability to work independently and proactively, good IT and organisational skills.
The salary will be paid in line with NALC guidelines and according to experience. ( LC1 SCP 13-17, £14.60-£15.58 depending on experience)
