Wroxham, known as the “Capital of the Norfolk Broads,” is a thriving and welcoming parish within the district of Broadland Council, offering a strong sense of community and a rich local heritage. ABOUT THE ROLE
Part-Time: 20 hours per week
Salary: In line with NJC scales. Salary range LC2 SCP18 – SCP32
Commensurate with experience and qualifications
Location: Remote/home-based with attendance at local meetings in Wroxham, Norfolk
Wroxham Parish Council is seeking a highly motivated, organised, and community-focused individual to serve as its Parish Clerk and Responsible Financial Officer (RFO). This is a key role in supporting the Council’s work and delivering services to our parish.
The Clerk as the Proper Officer of the Council, is responsible for the effective and compliant operation of the Council’s functions. You will provide professional guidance to elected members, ensure legal and regulatory obligations are met, and act as the main point of contact for residents and external bodies.
You will also manage all aspects of the Council’s finances, including budgeting, preparing accounts, PAYE, VAT returns, and audit preparation. As a flexible, part-time role, it offers a great opportunity for someone seeking to work independently while contributing to the wellbeing and development of the local community.
KEY RESPONSIBILITIES
- Provide governance and administrative support to the Council, including preparing agendas, taking minutes, and implementing decisions
- Advise councillors on legal, procedural, and financial matters
- Maintain and monitor the Council’s financial records and prepare reports for audit
- Oversee the Council’s assets, contracts, and risk assessments
- Develop effective working relationships with councillors, the public, and partner organisations
- Maintain the Council’s website, social media and communications
- Work with the Council on funding applications and community projects
- Management of the burial facilities
- Mangement of recreation grounds, playing fields, play areas and open spaces
Ideal Candidate
- Excellent administrative, organisational and communication skills.
- Good financial literacy and experience managing accounts or budgets
- Knowledge of an accounts software package preferably Scribe
- Self-motivated and able to work independently with initiative and discretion
- Experience working in local government or a similar environment is desirable
- Holds or is willing to work towards the Certificate in Local Council Administration (CiLCA)
- Flexible to attend evening Council meetings (typically once per month)
