Parish Clerk & RFO Postwick with Witton Parish Council (Broadland)

Parish Clerk & RFO - 7 hours per week

Postwick with Witton Parish Council is seeking a highly organised and motivated person to take on the role of Parish Clerk and Responsible Finance Officer (RFO).

This is a varied and rewarding position at the heart of the local community, supporting the Council in its work for the local community.

Key details:

  • Hours: Approximately 7 hours per week 
  • Working pattern: Home-based 
  • Meetings: Attendance at 10 evening Parish Council meetings per year, plus occasional Extraordinary and Working Group meetings.
  • Start date: As soon as possible 

Salary:

Salary will be paid in accordance with the NALC (National Association of Local Councils) pay scales, dependent on experience and qualifications. 

About the role:

The Clerk is the Proper Officer of the Council and is responsible for ensuring that the Council’s business is conducted in accordance with legislation and best practice. The role also includes duties as Responsible Finance Officer, managing the Council’s financial records, budgeting, and reporting.

Key responsibilities include:

  • Preparing agendas, minutes, and meeting papers 
  • Updating the website and social media pages
  • Providing professional advice and administrative support to councillors 
  • Managing correspondence and maintaining records 
  • Manage and report on the Parish Council’s finances, including HMRC PAYE, annual budget preparation, payment of invoices, reclaiming VAT and prepare the accounts for annual audit
  • Ensuring compliance with statutory duties and governance procedures 

About Postwick with Witton

  • We are a small but growing parish to the east of Norwich. It comprises the village of Postwick, set within the Yare Valley, the hamlet of Witton, and the new growing community of The Oaks, to the north of Broadland Business Park – which is also largely within the parish.

About you:

  • Well organised with strong administrative skills 
  • Confident communicator with good written English 
  • Good financial management skills  
  • Ability to work independently and meet deadlines 
  • Ability to use IT efficiently and competently
  • Some knowledge of how local government works is preferred.

Supplementary training will be available to fill any skills gaps. The outgoing clerk will be available to affect a smooth handover.
