VACANCY FOR PARISH CLERK & RESPONSIBLE FINANCIAL OFFICER

Southery Parish Council is a small parish within West Norfolk. The Council is composed of 10 Councillors with currently one vacancy. The Council are seeking to appoint a person with administrative experience to take on the role of Parish Clerk and Responsible Financial Officer.
The position is flexible and home-based for 12 hours per week with attendance at monthly meetings. The position will have a probationary period of six months. A laptop and printer are provided. Salary and conditions will depend on qualifications and experience but will be negotiable based on the NJC model.
Administrative and financial experience would be CiLCA (or equivalent), qualified clerks are desirable. You must have excellent organisational and communication skills alongside a working knowledge of using management software applications. The role requires the applicant to be self-motivated, to manage their workload appropriately in line with Council deadlines and to work independently along with the Parish Council members.
Main duties include:
- Arranging, publicising, and attending 10 Council meetings per year. Meetings are on the 2nd Wednesday of the month at 7.00pm (every month except recess in January and August) to be held at Southery Village Hall. Day of the month can be flexible for the suitable candidate.
- Attending Committee and other meetings as requested by the Parish Council Chair and prepare Minutes of those meetings.
- Preparing agendas, documentation and preparing meeting minutes.
- Acting as the Responsible Financial Officer including managing the Councils day-to-day finances, Preparing the annual budget, payment of invoices, monitoring the use of CIL, reclaiming VAT, arranging insurance, completing end of year accounts and the annual audit process.
- Managing HMRC PAYE for the payment of salaries.
- Maintaining and administering Council files and records.
- Monitoring local planning applications, decisions and appeals weekly and circulating them to the Council.
- To address correspondence on a day-to-day basis in collaboration with Council Members where necessary, including consulting with District and County Councils, local organisations and the public as required.
- To implement the Council’s decisions in collaboration with Council members where necessary.
- Managing and updating the Council website, notice boards and Facebook page.
- Managing Council assets, insurance policies and arranging maintenance where appropriate.
- Ensuring current legislation and procedures are adhered to by informing and advising the Council and updating Council policies, processes, and risk assessments.
- Manage the Parish Cemetery in accordance with regulations, including arrangements for burials and internments.
- Continuous improvement and championing best practice.
