Parish Clerk & Responsible Financial Officer

Barton Turf and Irstead Parish Council is seeking to appoint an efficient administrator to support the work of the Parish Council. This is an interesting and varied role with a flexible working regime. You will mainly work from home and there is some assistance towards home office costs. Barton Turf and Irstead are two attractive rural Broadland villages with a combined population of 445 persons.

Previous experience in local council work would be relevant but is not essential. You must be financially and IT literate with excellent organisational and communication skills and have a working knowledge of MS Office Suite. Applicants must be self-motivated and able to work independently.

As well as the Parish Council, you will carry out similar duties for meetings and finances of Barton Turf Community Charity which administers some of the Parish Council’s assets.

Main duties

  • To prepare agendas in consultation with the Chair, arrange, attend and minute Parish Council Meetings (approx. 6 per annum) and Charity Meetings (approx. 4 per annum) which are held in the evenings.
  • To manage and report on the Parish and Charity finances, including preparing the annual budget, processing payments, reclaiming vat, arranging insurance, preparing the accounts for annual audit and the Annual Governance and Accountability Return (AGAR).
  • To carry out various administrative tasks relating to the work of Council and Charity and bring matters to attention of the Council as necessary.
  • To keep regular contact with the Chair about Parish business.
  • To complete and submit to the Chair a weekly diary record of hours worked.
  • To review all Council Policies including Standing Orders and Financial Regulations on an annual basis.
  • To manage the Council web site and other public information forums.
  • To receive correspondence and documents on behalf of the Council and to deal with such bringing appropriate items to attention of the Council.
  • To issue correspondence and documents as a result of instructions or known policy of Council.
  • To maintain files and records appropriately both paper and electronic
  • To advise Councillors on legal matters, procedures and best practice.
  • To act as Data Protection Officer.
  • To liaise with District and County Councillors and officers as necessary and other organisations.

The post is for 4 hours per week with additional hours agreed in advance as necessary.  The salary will be paid in accordance with experience and qualifications in line with National Joint Council rates in the range from SCP 21 – 23 currently £17.15 – £17.85 per hour (pay award pending).
